President John Dramani Mahama’s administration has received a score of 4.9 out of 10 in its first year in office, according to an assessment by the Institute of Economic Research and Public Policy (IERPP).
The think tank’s inaugural Performance Tracker Report described the government’s 2025 performance as below average, citing shortcomings in infrastructure, energy, industry and manufacturing, governance, policy implementation, and social service delivery.
IERPP said the performance in these sectors weighed heavily on the administration’s overall score, with infrastructure emerging as the weakest-performing area.
The institute noted that the government’s execution of capital expenditure remained a major concern throughout the year under review.
Speaking on the findings, IERPP Executive Director, Professor Isaac Boadi, said the assessment was based on an independent evaluation of the government’s performance across key sectors.
“The team scores this administration 4.9 as against 10 for the year under review (2025). We identified five key areas that actually brought the number down, and one main area happens to be infrastructure, where the administration failed to spend adequately. Capital expenditure stood at just 0.9% in 2025,” he said.
Professor Boadi added that weak performance in industry and manufacturing, social service delivery, governance commitments, and the energy sector also contributed to the overall rating, leading the institute to conclude that the government’s first year in office fell short of expectations.
