Deputy Attorney-General Confirms Arrest Warrant for Manhyia South MP

The Deputy Attorney-General and Minister for Justice, Justice Srem Sai, has confirmed that the Member of Parliament for Manhyia South, Nana Agyei Baffour Awuah, is wanted for arrest in connection with an investigation into alleged money laundering and other financial offences.

Justice Srem Sai confirmed that an Accra High Court has issued a warrant authorising the Economic and Organised Crime Office (EOCO) to arrest the legislator.

In a statement posted on Facebook on September 30, the Deputy Attorney-General said the MP had allegedly failed to respond to EOCO’s invitations to assist with its investigations since February 2026.

According to Justice Srem Sai, the investigation centres on alleged unauthorised financial transactions involving SIC Life Savings and Loans Company Limited. He said the suspected offences include financial loss, dissipation of public funds and money laundering.

The arrest warrant follows an application by EOCO, which told the court that it had exhausted reasonable efforts to secure the MP’s voluntary attendance. Investigators also expressed concern that documents relevant to the case could be hidden, altered or destroyed, prompting the request for authority to arrest him and search for and seize relevant documents.

The development represents a significant escalation in an investigation that has been ongoing since February 2026.

EOCO has said it invited Baffour Awuah twice in February in his former capacity as Senior Partner of Sarkodie Baffour Awuah & Partners, the law firm engaged by SIC Life to recover funds owed to the company.

The MP, however, has disputed EOCO’s account. Following an attempted arrest at the Accra High Court Complex on September 23, he said the February 10 invitation was addressed to the senior partner of his law firm and concerned inquiries involving the firm’s client, SIC Life Savings and Loans.

He explained that, after becoming an MP, he referred the matter to the Clerk of Parliament on February 18 for guidance. According to him, a representative of the law firm later engaged EOCO on three occasions — March 4, March 18 and April 30 — and submitted a written statement to the agency on April 30.

Baffour Awuah maintains that he received no further invitation before the attempted arrest in September. EOCO, led by Executive Director Raymond Archer, has rejected that position and maintains that the attempted arrest was a lawful effort to secure his attendance after he failed to honour its invitations.

The incident at the High Court attracted criticism from the Ghana Bar Association, which described the manner of the attempted arrest as unprofessional and stressed that enforcement actions involving lawyers must respect due process and professional independence.

Majority Leader James Agalga also argued that any request involving a sitting Member of Parliament should have been channelled through the Speaker of Parliament.

The investigation reportedly concerns funds that SIC Life Savings and Loans had invested in the now-defunct Equity Savings and Loans. Baffour Awuah has said the initial investment was approximately GH¢3.5 million and that the liability had increased to about GH¢14 million with interest after the institution defaulted.

His law firm was subsequently engaged to recover the funds. EOCO has not publicly disclosed the specific allegations surrounding the recovery process.

Reports have also alleged that investigators are examining a proposed 15 percent legal fee arrangement and payments allegedly connected to the former management of SIC Life. These claims remain allegations and are subject to investigation.

With the court’s warrant now in place, EOCO has judicial authority to arrest the legislator and conduct searches for documents considered relevant to the investigation.
